Toshiba laptop can't connect to internet

Why can't my laptop connect to my wireless signal even though it sees it?

Do you have your password and encryption settings working?

It doesn't connect before I password protected it or after, and I have set it on both conditions. I'm going to see if it connects on a hardwire connection, then see if it's just windows vista that's acting up.
