Hello,
How do i reboot a lap top that is missing the operating system or memory overload

in order to reinstall an operating system you need to either have a copy of the installation discs for that operating system or you need to have the restore discs for that system that include the operating system.

I am not sure what a memory overload could mean, but perhaps if you elaborate we can understand better what you mean by that.
