Right now we have a cable coming into the house to a 2 way splitter then one cable going the HDTV on the first floor and a cable going to the 2nd floor bedroom going to another 2way splitter for sdtv and Internet would I be able to swap the first 2 way splitter and install a 3 way then run the new cable from that to the new room? Which splitter should I use and can I buy a Scientific Atlanta 8300hdc (same cable box 1st floor HDTV uses) and use that with the new HDTV in the new room without any issues? Is there a better cable box I could use for HDTV that has dvr?
 
You could do the split as you suggest. Use low loss splitters with more than 2Ghz bandwidth. It is possible that the signal strength might be too low for you to do this. If so then you would need a 2 way distribution amplifier for digital cable. Cable boxes are addressable by the cable company so even if you got one it would not work. You could use a TIVO that would require a cable card.
