MY VAIO WONT POWER UP WITH AC/DC CONVERTER

My neighbor gave me a 600 watt converter that plugs into the cigarette lighter. But my laptop won't power up. Just a few blinking lights and that's it. HELP!! What do I need? A voltage converter?
