my samsung hdtv 1080i makes a low static sound when turned on but no picture. any suggestions?

What you're hearing is most likely a failed deflection board (power supply and transformer). The transformer has a big hole burned through it, allowing an audible short. It can be replaced - Samsung still makes the parts. You may be into the set ~$400, so the question becomes is it worth it?
