How do I reinstall ACER Empowering Technology for Windows XP sp3....?

Is there any way that I can reinstall ACER's Empowering Technology with Windows XP sp3 on my laptop?

I bought this laptop with Vista & ACER Empowering Technology installed. I have not used my laptop in a few months.
Now I have installed Windows XP sp3 with only one issue.
My battery was not charged and the keyboard/touch pad was not functioning. I let it charge...it is a little better...but the battery is still considered critically low...

Since the Empowering Tech. program had a battery monitor/power saver etc. Can this be why my battery won't fully charge?
I went to ACER online and I do not see any upgrades/drivers/software for improvong the battery charging.

Installing the Empowering Tech won't make your battery charge any better. There might be a problem with the battery.
