Is there a differrence from a uefi update and a uefi specification version updat

one can update the uefi bios but what is its relationship to the uefi specification version which is the latest 2.3.1.
when updating bios does that also update the specs version. Or is your system locked to the specs version and bios updates
only pertain to that specific version, and if so can a motherboards uefi version be changed and updated?
