Until Windows 8, Microsoft intentionally designed Windows so that it would only work on an internal drive. There are ways around this, but it's a legal gray area at best, and it's well beyond the skill level of even a lot of technically minded people, and there's no way to make a universal boot drive that will run on any random computer you come across. The best you can hope for is something that will run on computers with very similar hardware configurations.
