I have tried to download Java on my computer several times and does not complete.

Error failed:

Java (Tm) installer

Download failed: from/jrel1.6.0 27-c-k.msi, to = C=\Documents and Setting\Administrator\ApplicationData\Sun\Java\jre1.6.0 27\
jre1.6.0 27-c-k.msi

The reason I was downloading Java, because I was trying to play games
on pogo.com.

Try running a disk check on your C drive, then delete the folder \Documents and Setting\Administrator\ApplicationData\Sun\Java\, then try again.
