Blocked hotmail access

Hello,

My hotmail account has been blocked, and I was sent a code to my OLD cell phone.

How can I update my current cell phone number so I can recieve the code and then un-block my account.

I have followed all the prompts and answered the secret question and gave the correct answer, I was able to change my password however I was not able to sign in to my hotmail account.
