First make sure you have a USB 3.0 Port
Spoiler
a typical usb 3.0 port is blue or has this icon .

the device you use should also have a USB 3.0 Logo

Note: the cable could be any color...

then check if your usb 3.0 hub is functioning from the device manager:
Spoiler
click the start button and start typing Device Manager, and click the icon when it appears, in the device manager in the Universal Serial Bus check for this section if it is not there, your USB 3.0 is disabled and you need to enable it. if it is there and your usb 3.0 device is not functioning, then the issue is not in your Toshiba Laptop, but the device.

This is how to enable the USB 3.0 From HWSetup: an out-of-the-box Toshiba utility if you have USB 3.0 port and device, and your USB 3.0 controller is not shown in device manager.

Open start menu (or press windows logo key) and type in HWSetup (one word)
this window pops up
Spoiler

Click on the USB tab and check to make sure that USB 3.0 Enabled is selected, (if it is selected but your usb 3.0 doesn't work, disable it, restart computer and enable it again...)
Spoiler

once you enable it, you will be prompted to restart the computer. once you do that, your usb 3.0 devices should work to their potential.
