It could be that the Sky content you are trying to record is copy-protected, in which case an external recorder won't record it --- that type of content can only be recorded with built-in recording feature of some Sky boxes (eg Sky+/Sky+HD/Sky Q)
If that's not the reason it won't record, well it's possible your Philips recorder is faulty.

The analogue signal might be disconnected, check all cables
Check how the Recorder is connected to the box + sky. Is it scart or antenna?
If scart, is the receiver connected to the EXT2 AUX-I/O of the recorder?
Which sky receiver + box is it exactly?
