USB ports not working on Medion akoya p2212t

So I bought this used 2in1 tablet/laptop with a cracked touch panel for a project. The main problem is that the USB ports don't work on both the tablet and the dock. There is 5V on all of the usb ports but no data. The keyboard and the trackpad on the dock are no good either, so I can't check if it's a software issue but I doubt it. So far the only conclusion I could draw is that the controller IC is broken. I feel like my only option is to try and replace the controller IC and hope for the best ,and I'm only guessing that this thing is the IC for the USB ports, looked up the schematic for it, it says USB 2.0 but since there is also a USB 3.0 port, I don't know if this one chip controls both of them.

Update: I also noticed that the quartz oscillator next to this IC has 0v going through it, there are 2 other identical oscillators on the board, both have 3.3v on the leg labeled 3. Also if I connect it to an external monitor the screen on the tablet starts flashing like crazy, but the monitor output if fine.

Update 2:

I just got a usb microscope and noticed something.

This resistor is on the STM32F103's oscillator out pin, it has a brown spot on it, and measures 1.6 ohms.
Could this be the culprit?
Can anyone help me figure out what the original value of this resistor could have been?

Can't, looked everywhere, this thing is pretty rare, there is only keyboard replacement for the dock, nothing else, I would rather try to fix it.
