Solution
Even short 30 second simple clips will take days to render if they can even complete a render on laptops at that budget (best you can get are some slow pentiums which are terrible).
If you go used you can actually get a decent system for that money.

Used Lenovo W510 or 520 may be found for that money, look for a model with a i7 Q series CPU. Really in your budget you can barely get a good CPU for rendering, never mind a full computer. A newer system with a lower wattage CPU may be slower than an older system with a full quad core CPU. Look around what's available in your are and do some comparisons. Don't bother with a new system for that price unless it's only for web browsing.
