Solved! using certain area of a broken lcd

hi
i have a old hp laptop with faulty screen in bottom side .
it's not a lot but it covers the taskbar.
i want to know if there is a way for me to make the windows 7 to use a certain area of a monitor. this way i would be able to ignore the faulty section of the lcd and use the rest of the screen.

Solution
If you lower the resolution and turn of scaling (which your system may not have) you may be able to get the image in the middle of the screen with a black border around the image. Normally the system would expand the resolution to fill up the screen fully, but if you can disable that feature it will just render the resolution you set it to as is.
