Why does my Dad's laptop have such a high disk usage %? (Toshiba L840)

It's got a 1TB (5400 rpm) SATA (not sure what gb/s? How could I check?) but whenever you use it it'll be hell slow and in task manager it'll be at 100% with chrome taking up the most at like 1mb/s, even 100% not using chrome, using edge instead or so

Its not a matter of disk space, he has 500gb free.

What could be the problem?
 
Solution
Laptops are also usually loaded with tons of bloatware preinstalled which adversely affects performance. You need to get rid of as much of that as you can. Same with startup items, many of which just aren't necessary.

I doubled his RAM (4gb to 8gb DDR3) and removed his antivirus (comodo) and all the addons it had (secure shopping, internet security etc) since some anti virus was taking up a lot.

Removed some other stuff like onedrive from starting up and yeah.

Seems to be working a lot faster and better (0% disk usage yay!), your answer was sort of the solution and the other answer wasn't any help so I'll pick you for the solution I spose

(replaced the antivirus with just windows defender + downloaded malware bytes and did a scan and removed a potential malware too that malwarebytes picked up)
