Your info cut off because you put it in the title rather than the post.

If this happens when it is turned on, try turning it off. Not sleep or hibernate but off. See if it will charge then. You may want to also try it with the old battery as well as the new one.

If it charges when off, but not when on, then you have a charger that is going bad and will need replacing.
