Charging At 100% = Electricity Usage?

If my laptop is at 100% charge and I have it plugged into my wall outlet, will it still be using electricity resulting in electricity bills getting bigger. This could probably also apply for mobile phones.

Yes. If the laptop is in use (powered on), you are still using additional power, even if the battery stays fully charged. This is also true for mobile phones.

Even if not in use, there would still be minimal draw on power unless the devices are fully powered down.
