Stuck in a boot loop only shows the logo then a blank screen repeatedly no rotating loading circle
My Acer aspire one doesn't even get to the rotating loading circle

If it skips Windows and goes back to boot again, the hard disk may not be working properly. Power up again and press Function 2 or whichever key gets you into the BIOS and see if the hard disk is listed as a component.
