Is Light room better than photoshop elements?

I have photoshop Elements on my daughter's mac book. I have a new Dell my school provides. ( They just switched from Apple... not too happy) But, I have the old photoshop elements 9. I don't know where my CD is for it, but i have the box and serial number. If I have to buy another, photoshop elements Should I? or is Adobe light room better?

Lightroom and Photoshop (or Elements) are for two different uses.

I use Lightroom almost every day.
It is for initial manipulation of images as they come directly out of the camera. Especially for RAW images.
Think of it as a darkroom. To initially process the pic, and do it non-destructively. Any edits are applied to a coy, not to the original file.
Also, it is/can be a database and catalog...

Photoshop, or its little brother Elements, is more of an artistic tool.
For instance, adding text or speech bubbles. Color gradient across part of the image.
Artsy fartsy stuff.

Neither is "better". And often, used one after the other.
Basic color/exposure correction in Lightroom, then further edits in Elements.

There is some crossover, but they are really two different tools.
