Boot windows 7 using blank cd

I have a Toshiba satellite c655d-s5200 laptop that was recently donated to me. It has windows 7 home premium OA pre installed with a product key under it but it won't boot up from the hard drive or Ethernet controller. I would like to know how can I boot the PC by using a CD/DVD as a bootable device. I have a blank CD disk with 700mb but don't have an copy or original windows 7 installation disk. How can I boot my laptop with jus a blank disk and using another PC under windows 10?

Not sure I really understand your question there but ...

... Have you tried a factory reset or is the hard drive itself gone?

Try a factory reset which will bring the computer back to out of the box state and work if the Recovery Partition has not been wiped or corrupted in some manner.

To do a Factory Reset on a Toshiba -> Press and hold the 0 (zero) key while powering on the computer until the Recovery warning screen appears and basically follow your nose from there.
