My Dell PC Windows 7 professional show "configuring Windows updates 35% complete Do not turn off your computer " just have a circle keep on turning and look like frozen? How can I solve it?

Sounds like one of the updates (or more than one) isn't installing correctly and you are now stuck in that lovely keeps trying loop. I would try turning it off and then allowing it to start up again. It should either bypass the update or try to repair whatever didn't work.
