Hi I have a HP laptop which has windows 10 it was taking very long to shut down as I popped battery out and back in came out again but my wifi went off and does not want to turn on i even resetted laptop

Have you used the troubleshoot option in Windows 10? What does it say when you run it? If the WiFi is working but your network isn't available - go into Network and Sharing Center - Manage known networks - Find yours - Click Forget. Then reconnect and enter password. Sometimes they bug out.
