Google Photos and Cloud

I have downloaded Google Photos on my Windows 10 laptop since I'm unable to use Picasa anymore.
It worked fairly well and I have also been able to see the pictures on my Android Tablet and Android Phone. I am using Google Chrome as my browser.
A few days ago I was suddenly unable to log into my Gmail and Google Photos on my laptop. Both of the apps continued to work on my other Android devices. After trying all kinds of different fixes which I found online, my Gmail is working again and so is G- Photos on a limited basis. A number of my albums are still missing. I have also downloaded “Backup and Sync”. Anytime I try to retrieve the other albums with Backup'Sync, I get the message that it is already running but nothing happens.
I have also tried to uninstall Gmail & G-Photos in order to reinstall, but couldn't find any way to do it.
How can I get to the Cloud in order to retrieve and also delete images from there?
The other problem is, that when trying to “open with” any image on my desktop, I get Paint to open but not Google Photos.
At this point, I sure miss Picasa.
Does anybody have any suggestions about Backup & Sync, how to see what is in the Cloud and how to fix the “open with” feature?

Thank you for your answer, Alabacho. My problem is that I had several albums that I have created which are not visible anymore. I hope that they are still somewhere in the cloud. I'm hoping that there is a way to access the cloud in order to retrieve my albums and also to see what all is in the cloud at this point.

All photos with albums were visible and worked well on my windows laptop until 2 weeks ago. Now only a part of the pics are visible and the albums are gone. Now they are categorized as people, cars, etc. . Very frustrating and disappointing. My 2 Android devices have all pics on them but not in the album order which I have taken the time to create.
