If it's a laptop, and it's new, pretty much no chance you can swap out the CPU. Outside of that, why are you worried about the frequency the CPU runs on, what CPU is it? CPU speed is one of many factors you need to check about how fast a computer is. The old P4 systems went to over 3ghz but are much slower than anything new that can run at half that speed.
