Is it normal, like the battery needs to charge first? Any help is appreciated,,this is still a new laptop and i havent done any payments yet,,

Issues with resuming from sleep are common. I actually stopped using sleep on my own PC until recently because of random BSODs due to GPU drivers malfunctioning coming out of S3 (traditional) sleep.

- Try updating things as I suggested. GPU, chipset, BIOS, and Windows.

- Is the GPU driver running when this issue occurs? What does Dxdiag say?

- Consider changing your power settings to a lighter mode. Using the lighter S1 sleep mode may help you with the issue although power consumption is higher in S1 mode. This is changed in your BIOS settings for the laptop. If your laptop is set to use S4 (hibernate) then try S3 (sleep).

At 0MHz the GPU or more likely its driver is switching off. GPU driver may be crashing when the laptop sleeps and the PC may be falling back on the integrated graphics. One way to check to see if your display driver has failed is to go Windows key-> dxdiag -> enter -> go to the display tab and in the drivers section see if main drivers are there and Direct3D acceleration is enabled. If it's disabled or it says n/a beside main driver then you have a driver problem which can happen when computers sleep.

I would update the drivers to the newest version and also update the BIOS for the laptop as well. I recommend getting both of these from the laptop manufacturer's web site. I find OEM GPU drivers to be the most stable.

It is very possible that the laptop switches the dedicated GPU off and went for the iGPU.
Windows actually does this automatically but you should be able to influence this from the energy settings and on some laptops, you can disable the iGPU from BIOS.
Try to check the energy settings for that laptop. Under original configuration, Windows will use only the iGPU if you are only on battery or if you are not playing games.

Its not that the laptop is using igpu instead. I have nvidia optimus that switches the main processor to igpu when the 1060 is not in use. when my laptop wakes from sleep the igpu will be the main processor and it works fine but the moment I open a game or even the geforce experience(anything that switches the main processor to the 1060) the whole laptop becomes dead slow, responsive, but slow, like the mouse would take 5 complete minutes to move from end of the screen to the other, and only a restart fixes it
