Is it possible to force my Phn to upgrade ? Right now I have a Alcatel one touch its saying that it is up to date but I can't

If you don't have an official update available, you would have to install a custom ROM on the phone. Do a web search for your model and see if there is one available. Keep in mind this is not a super easy procedure and can cause issues with your service. If the phone is working now, I'd leave it as it is and upgrade the phone when you are not happy with it.
