That's a Hardware issue you've got there.
try follow this guide:
https://support.hp.com/us-en/document/c01732674

try this as well:
First thing to do (as suggested by HP also) is: turn off your PC, unplug the charger, take out the battery, then open the RAM slot.

Take out the RAM and disconnect the wireless card.

Press the power button at that point, and keep it pressed...

First thing to do (as suggested by HP also) is: turn off your PC, unplug the charger, take out the battery, then open the RAM slot.

Take out the RAM and disconnect the wireless card.

Press the power button at that point, and keep it pressed for like 30 sec.

Reassemble it all and try to boot.

It may be a power problem or BIOS failure. Try this out; afterwards, it should be OK.

If that does not work, the worst scenario is that you just reset your BIOS from CMOS by taking out the small battery behind the RAM modules for a few seconds.

For three blinks: Remove battery for few mints and reinsert it. During boot process press shift+ctrl+alt. It worked in my laptop (cq40) many a times. Although it is not my idea. I read it somewhere (can't recall). But it worked. Just removing battery and pressing any other buttons did not work in my laptop

HP notebooks key to blinks on startup - HP says 1 blink = CPU problem, 2 blinks = BIOS, 3= Memory issue, 4 = Graphics, 5 blinks and it means your system board is dead, 6 blinks = BIOS problem.

if the before mentioned option deos not work you should go the pc hardware repair shop and them (if can't do it your self due no experience or not having the right tools to do it) to service it (changing new ram, resetting the bios, configuring bios, checking cpu status, checking hdd status, checking the cables inside the laptop for disconnections and lastly cleansing the heat sink and put on new cooler paste.
