My comp specs are amd radeon hd 5v 2gb and ram 8gb will pubg run smoothly?

The closest AMD GPU I can match to that is the ATI Mobility Radeon HD 565v from 2010 which is more or less similar to the Mobility Radeon HD 4670.
If that is what you have, then it is likely too weak to play PUBG. The following video demonstrate PUBG running on a modern laptop with a 6th generation Core i3-6100u CPU and Intel HD 520 integrated graphics core; both of which are more powerful than whatever Core i5 CPU you have from 2010 and the ATI Mobility Radeon HD 565v.
