mine says that it is charging, even though it's not. and it's stuck at 7%, and has been there ever since.

why does this happen? i don't know why this is happening. this is my only pc. it still charges. but the LED light at the corner says it's charging, even though it's not, but it does get slightly brighter once i plug it in. but what do you think i could do to "fix" this. . .?

Try charging it when it is off and see if that works better. If yes, then the charger itself may be the problem and need replacing.

If, however, doing the charging while it is off makes no notable difference, then you may well have to replace the battery.
