resetting is something the operating system does. can't be done without it powered on.
what you can do is to boot into safe mode with no networking. this way it can't connect to the web. you can reset or whatever from there and then it'll be good to go once you reboot.
but you do need to figure out how/why you were targeted and take steps to make sure it does not happen again. not gonna speculate but there are usually some rather obvious ways most tend to wind up in trouble. and it's not on facebook or here on tom's hardware if you know what i mean....
