Charging / Battery problem Acer Aspire V3-571G

I have an Acer Acer Aspire V3-571G there is a charging/ battery problem with this machine.
When the laptop is plugged in it works and boots up every time.
If the Battery is 100% charged it will it will boot up if the battery is about 90% or lower charged it boots as far as windows then dies. I have checked my power settings, reinstalled windows and tried three new batteries. None of this makes any difference. I’m on windows 10
 
Solution
I do not think it is the battery ... it sounds like a device driver is causing wondows to crash.

Try booting to safe mode.

Use the “Shift + Restart” combination. Another way of getting into Safe Mode in Windows 10 is to use the Shift + Restart combination. Open the Start menu and click or tap on the Power button. Then, while keeping the Shift key pressed, click or tap on Restart.
