can i use a blueray player on an older model tv with dvi so I can stream netflix?

You will need also an audio connection from the BD player to the TV. Otherwise no sound since DVI doesn't carry audio the way HDMI does.
If the BD player doesn't have analog audio outputs you will need an HDMI audio extractor or HDMI to DVI plus audio converter to provide one.
