Will this run fortnite and if it will around what FPS and what settings. This is all for PvP so please tell me if it will lag.

Yes, this will run Fortnite. At lowest settings, it will run comfortably at 40+ fps but you may experience brief times of lag. Fortnite is a very CPU intensive game so you need a decent processor. Another problem is that you're running it on a HDD. The 940mx is a capable GPU and is only slightly slower than the GTX 660 which is Fortnite's recommended GPU. I wouldn't be aiming for 60fps but turn down graphics and resolution a little bit and you should be fine (unless you're looking at serious competitive gaming).

and it runs 50-60 fps on highest resolution, medium-low
