Annoying new tab redirects and speed dial openings

I use both Opera and Google Chrome on windows 10, and recently (February 8th) both browsers started acting funny. With Opera, it constantly opens speed dial tabs at random and with Chrome, I'm constantly getting redirected to the new tab page on whatever existing tab I'm on. I've tried resetting chrome's settings, open and close it, and restarting my computer none worked. With Opera I tried uninstalling it, at first when I tried to do that, it said it couldn't because Opera was still running even though when I checked the task manager, it wasn't there. Than I got spammed with multiple "Can't open user profile directory, because you lacked sufficient administrator privileges" Even though I am the admin of my computer. And than dozens of speed dial tabs opened up on Opera. So I went to the task manager and had to use the "end task" on all the speed dial tabs to make it stop, than I was able to uninstall it. I was going to uninstall chrome also but after I reinstalled Opera to see if that fixed the issue, it didn't. And I don't know what else to do, searching for it on google or bing only brings up searches about redirects or random new tabs opening up to malware sites, which I'm not getting. And I've only been visiting the same websites over the past few days, and not downloading anything.
 
Solution
The problem isn't in the web browser there is malware on your computer already the browser is just the target, did you download anything just before this all started?
