I have a dual monitor (actually both HDTV's) setup, everything was working fine. Now i bought a new TV to replace the primary. I use the primary for gaming and the second for streaming videos. Now when a game launches into fullscreen mode, it moves the browser window on the secondary up and to the right(towards the primary screen), so that about half the picture is off the screen. If i run the web browser in window mode, I can compensate for it and move the browser down and to the left and get it fairly close, but with the other tv i was able to run games fullscreen on primary and browser fullscreen on secondary. New primary is a 4k where old was 1080 if that helps.
 
Solution
This is right, you are swapping resolutions so you are moving a 4k window to a 1080 screen. Move the other screen to the second TV, then exit it. The computer will remember the position and will open it in the same place.

Thank you hang, I had it working at some points but was overlooking the obvious, causing exponential confusion. Thank you very much! I was "opening new window" and dragging it to primary screen, which is probably why it was messing up. (last window used)
