The only game it can "run" would be GO.
Those other games would probably be unplayable, at best.

You could probably convince yourself that its "playable" by turning the settings and resolution to minimum, but thats not something you should spend money on. But this means different things to different people.

How are you contacting this seller? Can you see the PC in action before you buy it? If the answer is no, never accept it. This is also assuming the price is good.
