How would I go about enabling my Windows 7 laptop which is connected to an external monitor via HDMI, to recognize peripheral devices plugged into said external monitor?

Solution
If you don't have a USB cable connected from monitor to laptop, you can't use the monitor's USB ports.

You must plug USB devices directly in to the laptop's USB ports.

Have you plugged the monitor's USB hub into the computer? The USB data isn't carried through the HDMI connection, it needs a separate cable (a USB Type B cable). If the monitor has a USB hub then it should have come with one of these cables included.
