HP spectre x360 15t - Fan problem

Hello community,

I've received my hp spectre x360 15t late 2017 version just a couple of hours back and i've already felt a problem.

With the help of the software SpeedFan, i've learned that my laptops fan are either both at 0rpm , aka not working, or fan 1 at 3500rpm and fan 2 at 150 rpm which makes alot of noise. It doesnt matter whether i have anything open, my laptop fans will alternate between these 2 phases.

furthermore, when on 0rpm, the fans make some sort of noise resembling static noise.

the laptop was bought in the usa and brought to me by a close relative to where i live, so taking it back to the U.S is nigh impossible.

What would you suggest, i am in dire need of help.
