The ARC and optical audio outputs are usually not turned on by default so you have to do that in the TV menu. You may also have to turn the TV speakers off.
You would also have to assign the optical or ARC connection to an input in the receiver input set up menu.
Check your owners manuals.
ARC will only work if both the receiver and TV have ARC and the receiver is connected to the HDMI-ARC input of the TV.
