Toshiba L755 Doesnt Power On With AC Adapter

TOSHIBA L755 laptop only powers on with newly purchased battery. Does not power on, charge battery, or show LEDS lit up when AC adapter is plugged in. AC adapter shows 19.4v power with multimeter with or without a battery plugged in. When old battery or new battery is used it does not charge the batteries. Any thoughts on what to test or replace?

Well the charger could be your problem. If it isn't putting out enough to both charge a battery and run the laptop, then it won't work when the battery is drained and the device is on. It 'may' charge the battery when the device is turned off, but that would only work for a while until the charger was fully done for.

It could also be the port that the charger connects to on the laptop.
 
Again, it could be the charger port, it could be the motherboard. If you can test to see if the laptop is getting power once plugged in, at the port on the inside/rather than outside, and then test to see how far the power goes.

NOTE: If this is a laptop that is under warranty, then you should contact the manufacturer.

Testing the power supply inside the laptop power supply taking off the back panel is 19.4v. Testing power to different areas for example the usb drive or fan there is voltage. I am curious to see if anyone has information on other possible solutions?
