I am planning to buy a laptop . I have selected two . One has a 8th generation 1.80GHz core i7 processor and other has 7th generation 2.70 Ghz core i7 processor . Shall I emphasize on clock speed of generation ?

Only get 7th gen if you're getting 7300/7700hq. 7200/7500u aren't amazing, they get the job done they're small and use little power which is why they're seen in so many slim form factor laptops.
8th gen is out now, while still using little power like before they've doubled the cores/threads. Here's a nice notebook with 8th gen i5

yep the 8500u is a 4c/8t and the 7500U is a 2c/4t so the 8th gen will be more performant
