how do I hook up my tv so sound come out of stereo speakers

If your speakers are passive then you will need a receiver or amp with an input that is compatible with the audio output of the TV (or would need a converter to make them compatible).
If the speakers are self powered you would probably need the same converter.
Most TV audio output are fixed level so you would control the volume from the speakers not the TV remote.
