Laggy Laptop, Brand New?

I was just given a brand new gaming laptop a couple days ago, haven't really done anything with it until last night and today. I installed two game clients, a few games, google chrome, and a few other programs I use daily. I also checked to see which auto-installed programs I could get rid of and surprisingly, there wasn't anything to get rid of.

Ever since I first turned it on/set it up, it's been laggy and slow. I'll click on something and it won't do anything sometimes for up to 40 seconds. I'll go to type something and nothing will type, and then 30-40 seconds later, what I typed finally shows up.

When I was installing a game just a few minutes ago, as it was finishing, something seemed to crash?? My taskbar disappeared, "intel graphics settings" opened itself, I couldn't click on anything, all the buttons/clickable things inside Steam disappeared, and I thought Steam crashed but it just minimized itself. The same thing happened when I finished installing a game via Battlenet.

I've closed programs through task manager, the cooling system is working and I have it on a separate cooling pad (w/ 2 giant fans) as well. Honestly, my sh*tty $400 previous laptop runs better than this one. I've seen some of this lag on another new computer with Win10 as well, but nowhere near as bad as this laptop.

It's a Dell Inspiron 15 7000.

What's causing this and what can I do about it? It's taking hours to get stuff done because it keeps lagging/experiencing mini-freezes.
