So, what you should do is first, take a note of your exact model number (or, using the serial number, verify on Toshiba's customer support website the exact specifications, including the CPU model #). Then, take this information (preferably in print form) back to the repair shop. Show them the printout & tell them you want them to explain how
they managed to repair your laptop while changing its specifications. If they insist that, "that's just what happens to old CPUs", then demand that they open the laptop back up so that they can show you the CPU on the motherboard...because Intel clearly marks on them what type they are (i3, i5, i7, etc.). If they don't want to do it, ask to speak to the supervisor or manager.
