I am thinking about buying my daughter a HP 14 laptop with 4 GB RAM, 32 GB emmc. Will this be enough to power the game and expansion packs?

Solution
I am guessing you are looking at a low budget ($200) laptop since you mentioned 32GB eMMC of storage... something like the HP 14-bw065nr (linked below). Yes, the AMD E2-9000e APU is capable of playing the Sims 4 on the lowest settings with good performance, but when playing at 1366x758 and medium settings the game does not perform very well; see link below for benchmarks for the integrated Radeon R2 (Stoney Ridge) graphics core.

However, 32GB eMMC of storage is barely enough for Windows. On one of my laptops Windows 10 takes up 25GB of storage and it will only increase over time as a result of updates. You would need to buy a SD Card (which may stick out), or a USB thumb drive to install programs / games...

A better option is to increase your budget to $314 and buy something that is significantly more powerful, but is still a budget laptop. I recommend the following Acer Aspire E 15 E5-575-33BM which has a Core i3-7100u and Intel HD 620 graphics core. I would say it can play the Sims 4 at 1920x1080 with medium settings and around 30 Fps to 35 FPS.

I got my daughter the hp stream 14 with 32gb memory and 4gb of ram. You cant download simsb4 to the laptop but I got her a WD 1tb External hard drive for $50 at Best Buy and downloaded the game straight to the hard drive. I just had to make a new folder on the HD (i called it Sims4) and diwnload it to that folder. It would not DL to the HD before I made a folder. She is playing Sims4 right now and it works well, put graphics on low quality for more speed.
