Very slow Acer ES1-523-231L

My acer is extremely slow. Loading pages, scrolling etc. I have been told it's the probably the speed of the processor and as such, there is nothing I can do about it. It is an AMD Dual-Core Processor E1-7010 (1.5GHz). AMD Radeon R2 Graphics. 4GB DDR3 L Memory. 1000GB HDD.
I've removed as much bloatware as I can see and I've got the start up programs as minimal as possible. Windows 10.
Does anyone have any other suggestions?
I did discuss upgrading to SSD but was told the speed of the machine was the processor and this might not make much diference. Is this correct?

Will this mean I have to reinstall everything that I have installed since getting it about 2 months ago. MS Office, Thunderbird email, adobe acrobat, canon software for printer, etc. I mainly use it for job searching and general internet browsing so I don't have much on it, but the thought of having to re install everything fills me with horror.

And also, it's been slow since I purchased it, it's not just recently which is why I thought it might need to be upgraded in some way. I'm not very tech savvy.
 
If it was slow before, then it´s the normal speed for this low budget laptop.

A SSD might help a bit loading apps and booting the laptop.

If you reset windows you will have to install all apps again, which you wrote before.

Updating drivers might help as well. Go to the support/service website of your laptop´s manufacturer, download and install the latest drivers there.
