What OS are you using? Windows 10 does not natively have a program for DVD playback...
There are options in the MS Store, along with popular free online options like VLC Player.

Need more details about what you are doing, that is not an error you would see if you can't play a movie unless you are doing something outside of the normal procedures. That is an error is there is a missing file, the disk can't be read, or you are using a shortcut to something that is not there anymore. Is this even a movie? Is it a real movie or some copy?
