Opening folder redirects me to my library

As the title say when I open a folder by the following methods:

  • Double clicking
    Pressing enter when highlighted
    Opening thru RUN
it started when i unistalled avast cause it was not working properly and went to safe mode just to clear it with the avastcleaner tool
Also the target location indicated in the properties is correct.
Redirects me to my Library in another window, but doesn't close the old one, but when I directly type my the directory i want to reach at address bar it works, but since there things i need within a folder in another folder within a certain folder the typing will be time consuming so what i did to try and fix the problem was

    searched google for possible fix (sadly couldn't find any relating to my problem)
    full scanned with avast and malware bytes
    after scanning executed ccleaner for registry fix and clean for additional space
    sfc/scannow in cmd


so with those things nothings working and don't know what to edit at the regedit if my registry was damage.

UPDATE:

1. sfc/scannow in cmd
things i can do
1. opening folder through the file explorer navigation pane

NOTE
1. Target location is correct in Properties

It's the correct target destination, but every folder there is doing the same, they redirect me to library
 
What, exactly, do you mean by "library". What is the path of the final destination you are taken to? What is the address of the directory that is open when it takes you to the wrong folder? Does this happen when you click on folders while you are IN Windows file explorer or only when you click on desktop folders?

In the navigation pane there's 5 main categories right?

  • Favorites
    Libraries
    Homegroup
    Computer
    And Network
The libraries one always being the shown in the new window and also folders in the desktop, start menu and file explorer
