I found a "HiPOWER DC-DC Power Adapter" at a thrift store. I intend to use it to charge my laptop while in my car.

It has a range of voltages on the back with a dot under 19v. But when I tested it with a multimeter, it showed 19.92v. My laptop is rated for 19v, and its original charger tests at 19.45v. Will that <0.5v difference potentially damage my laptop?

Nothing is 100%. ATX specs say the minor rails need to be within 10%. 5% for the 12V rail. <1V difference on your adapter shouldn't matter. As long as the plug fits, is wired correctly, and has enough Amperage to cover things you should be ok.
